Foster Youth Services Coordinating Program (FYSCP)

The Contra Costa County Foster Youth Services Coordinating Program (FYSCP) program supports the educational needs of children in foster care. The FYSCP program works collaboratively with local school districts, child welfare agencies, foster care agencies, probation, post-secondary institutions, caregivers, and community organizations with the goal of improving the educational gap for foster youth. Using a unique partnership, FYSCP Education Liaisons are located at Children and Family Services to work closely with social workers to help support the educational needs of children on their caseloads.

The FYSCP program goals include:

  • advocate for appropriate services and attend school-based intervention meetings
  • expediting the transfer of educational records
  • strengthening the collaboration among our partners

Tutoring services are provided for students performing below grade level and in need of extra one on one support in English and math. Referrals should be made to the FYSCP program by the child's social worker.

Fall training scheduleAs part of CCCOE Foster Youth Services Coordinating Program's (FYSCP) continued goal to provide technical assistance and professional development to districts and our community partners regarding the educational needs of foster youth, CCCOE-FYSCP Education Liaisons will be providing trainings at the Contra Costa County Office of Education at 77 Santa Barbara Road, Pleasant Hill, CA.

Trainings are also offered to groups and/or individuals who submit a written request 4-6 weeks in advance. If you would like to submit a request for a training at your site or have any further questions, please contact or 925-942-3463.

Foster Youth Services/Homeless Education Collaborative

Youth Development Services facilitates the Foster Youth Services/Homeless Education Collaborative to provide support to the Foster Youth and McKinney-Vento District Education Liaisons, foster and homeless students and their families.

Foster Youth Executive Advisory Council

The Contra Costa County Office of Education (CCCOE) Foster Youth Services Coordinating Program (FYSCP) convenes a county wide interagency Foster Youth Executive Advisory (FYEA) Council comprised of representatives from children welfare, probation, school districts, post-secondary institutions, group homes and other community agencies. These agencies work in partnership to strengthen and enhance services to students in foster care.

The FYEA Council will provide a forum for discussing the plan to improve educational outcomes of foster youth by providing advice and input on the operations of foster youth services, program operations, and program development.

Meetings are held on Fridays at 11:30 am at the Contra Costa County Office of Education, 77 Santa Barbara Road, Pleasant Hill, CA 94523.
