The purpose of our substance use prevention education efforts is to prevent or reduce student use of tobacco, alcohol, cannabis, and other drugs, and to address addiction through evidence-informed instruction and activities that build knowledge, social skills, and youth development assets.
The Contra Costa County Office of Education provides technical assistance to school districts to develop and implement effective, comprehensive tobacco education programs. Support provided to local education agencies (LEAs) includes:
- Assistance with the tobacco-free school certification process.
- Technical assistance for comprehensive substance use prevention education programs, including curriculum, intervention, and youth development.
- Support strategies to eliminate substance use-related disparities within the county.
- Encouragement and support for cessation efforts by students and school staff.
- Countywide professional development for educators and support staff.
- Planning educational and engagement opportunities for parents and families.
- Support for California Healthy Kids Survey (CHKS) administration, data analysis, and communication.
- Coordination of the countywide TUPE Collaborative for districts, direct-funded charters, and community partners.
Our County Office TUPE team also provides direct services to students in our County Office programs, including Marchus, Mt. McKinley, and Golden Gate Community Schools.

The TUPE (Tobacco Use Prevention Education) Collaborative in Contra Costa County is a dynamic partnership of school staff, students, parents, County Health officials, and community organizations. Together, we lead and manage comprehensive, school-based prevention initiatives focused not only on tobacco, but also on other substances that impact youth health and well-being. Our collaborative meets regularly to explore emerging trends, share updates from participating organizations, and engage with experts in substance use prevention—ensuring our efforts remain informed, responsive, and impactful.
