Welcome to the Foster Youth Services Coordinating Program (FYSCP). 
 
FYSCP works to close the educational gap for foster youth by ensuring students receive the support and stability they need to succeed in school and beyond. We partner with schools, caregivers, child welfare, probation, and community agencies to improve outcomes.
WHat we do and how we help

WHat we do and how we help

Established under AB 854 (2015), FYSCP strengthens local capacity to serve foster youth and improve educational outcomes. We:
  • Advocate for Students – Participate in IEP, 504, and school-based meetings to ensure appropriate services and supports.
  • Promote Educational Stability – Help reduce school changes and ensure timely transfer of records and immediate enrollment.
  • Coordinate Key Services – Connect youth to tutoring, case management, work-based learning, vocational training, and our Workforce Programs.
  • Support LEAs & AB 490 Liaisons – Provide training, technical assistance, and resources to uphold foster youth education rights.
  • Build Strong Partnerships – Collaborate with educators, caregivers, child welfare agencies, probation, and community organizations.
  • Improve Outcomes – Focus on measurable gains in attendance, achievement, graduation, and post-secondary success.

For Foster Youth
  • Educational Stability – The right to remain in your school of origin when it’s in your best interest.
  • Immediate Enrollment – Enrollment without delay, even if records are missing.
  • Academic & Emotional Support – Access to tutoring, counseling, and post-secondary planning.
For Caregivers
  • Partner with schools to support your child’s education.
  • Request special education or other needed services.
  • Advocate for school stability.
For Educators
  • Recognize challenges foster youth may face.
  • Work with FYSCP to ensure access to appropriate programs and supports.
Foster Care/McKinney-Vento Collaborative

Foster Care/McKinney-Vento Collaborative

Youth Services facilitates the Foster Youth Services/Homeless Education Collaborative, a quarterly meeting for districts and service providers, to coordinate services and provide support to the Foster Youth and McKinney-Vento District Education Liaisons, foster and homeless students and their families.

Foster Youth Executive Advisory Council (FYEA)

Foster Youth Executive Advisory Council (FYEA)

The Contra Costa County Foster Youth Executive Advisory (FYEA) Council works in partnership with FYSCP to advise and assist in the design, implementation, and evaluation of the FYSCP plan and activities that have an impact on the children and youth in foster care in the county. The FYEA Council will discuss the plan to improve educational outcomes of foster children and youth by advising and providing input.

The goals of the FYEA Council are to:
  • Increase educational outcomes of foster youth through innovative planning and programs.
  • Increase collaboration and communication among foster youth serving agencies.
  • Increase community knowledge about the issues that children and youth in foster care experience.
