Foster Youth Services Coordinating Program

The Contra Costa County Foster Youth Services Coordinating Program (FYSCP) supports the educational needs of children in foster care. The FYSCP program works collaboratively with local school districts, child welfare agencies, foster care agencies, probation, post-secondary institutions, caregivers, and community organizations with the goal of improving the educational gap for foster youth. Using a unique partnership, FYSCP Education Liaisons are located at Children and Family Services to work closely with social workers to help support the educational needs of children on their caseloads.

FYSCP GOALS 

  • Advocating  for appropriate services and attending school-based intervention meetings.

  • Expediting the transfer of educational records.

  • Tutoring Strengthening the collaboration among our partners. 

Tutoring services are provided for students performing below grade level and in need of extra one on one support in English and math. Referrals should be made to the FYSCP program by the child's social worker.

FYSCP TRAININGS

As part of CCCOE Foster Youth Services Coordinating Program's (FYSCP) continued goal to provide technical assistance and professional development to districts and our community partners regarding the educational needs of foster youth, CCCOE-FYSCP Education Liaisons will be providing trainings at the Contra Costa County Office of Education at 77 Santa Barbara Road, Pleasant Hill, CA.

Trainings are also offered to groups and/or individuals who submit a written request 4-6 weeks in advance. If you would like to submit a request for a training at your site or have any further questions, please contact Yvonne Beals or 925-942-3463.

FOSTER YOUTH SERVICES/HOMELESS EDUCATION COLLABORATIVE

Youth Development Services facilitates the Foster Youth Services/Homeless Education Collaborative, a quarterly meeting for districts and service providers, to coordinate services and provide support to the Foster Youth and McKinney-Vento District Education Liaisons, and to foster and homeless students and their families.

FOSTER YOUTH EXECUTIVE ADVISORY COUNCIL

The Contra Costa County Foster Youth Executive Advisory (FYEA) Council works in partnership with the Contra Costa County Office of Education (CCCOE) Foster Youth Services Coordinating Program (FYSCP) to advise and assist in the design, implementation, and evaluation of the FYSCP Plan and activities that have an impact on the foster youth in the county. The FYEA Council will discuss the plan to improve educational outcomes of foster youth by advising and providing input. 

The goals of the CCCOE FYEA Council are to:

  • Increase educational outcomes of foster youth through innovative planning and programs.
  • Increase collaboration and communication among foster youth serving agencies. 

  • Increase community knowledge about foster youth issues. 

Meetings are held on Fridays at 11:30-2:00 pm at the Contra Costa County Office of Education, 77 Santa Barbara Road, Pleasant Hill, CA 94523

FYSCP TUTORING

CCCOE is contracted with Children and Family Services to provide one-on-one tutoring assistance to foster youth enrolled in K-12 in Contra Costa County. Services are prioritized for students performing below grade level and in need of extra support in English and Math. Tutoring can be provided at the home or a nearby location. Referrals are made to the FYSC Program by the child's social worker. 

WORK EXPERIENCE

TRANSITION PARTNERSHIP PROGRAM (TPP) 

The Transition Partnership Program (TPP) partners local education agencies and the Department of Rehabilitation (DOR) for the purposes of successfully transitioning high school students with disabilities between the ages of 16-21 into meaningful employment and/or post-secondary education.

WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)

WIOA coordinators help students ages 16-24 to complete high school, prepare for careers and/or post-secondary education, refer to career technical training opportunities and provide financial aid guidance.
