CCCOE Approved Charter Schools

Introduced to California by the Charter Schools Act of 1992, a charter school is a tuition free, tax-supported, public school that is independently run. Students enroll in charter schools on a voluntary basis. Charter schools were founded based on the premise that in exchange for receiving greater flexibility over school operations, the charter school would provide increased student performance.

A “charter,” is a performance contract, which describes key elements of the proposed school. The charter is typically presented to a local school district board for approval and authorization, though county boards of education and the State Board of Education also authorize charters under certain circumstances.

According to the Charter Schools Act, when reviewing petitions to establish a charter school, the chartering authorizer shall be guided by the intent of the Legislature that charter schools are and should become an integral part of the California educational system and that the establishment of charter schools should be encouraged.

Contra Costa County is currently the authorizer of eight charter schools.  While this means we have some oversight responsibility, we are not supposed to get involved with and have no authority over the day to day functioning of the sites.  Each of the charters are more directly accountable to their school leaders and their governing board.  However, when issues are unresolved at the leadership level we step in as a third party to ensure that the school is responsive to outside requests and complaints.
